How to pay for road building

Stephens Media reports on the highway construction lobby's plan for a new road program. It won't be based on a fuel tax increase, of course. But on what? Toll roads a little, maybe? Maybe a miles-driven tax? (The latter would have us emulate Oregon, an unlikely scenario. If so, let's add medical pot and assisted suicide, too.) No, my prediction is another run on general revenues, never mind the recent windfall for highways in the increased natural gas severance tax.
