School woes in NWA

Looks like the Decatur School Disrict is going under (link fixed) for lack of money -- a dishonest bookkeeper having moved the process along. But answer me this, accounting students: How can you say a school district (Greenland) avoided finishing the year "in the red," when it had to borrow money from an ever-upward-spiraling line of credit to balance the books?
