Secretary of State Mark Martin (R-Pluto) is a continuing source of amusement, consternation or something.
The Democrat-Gazette this morning says he's drawn up maps for House districts that include one with a Hispanic majority in Northwest Arkansas.
That's nice.
Remember when he said such a thing was a non-starter?
It was less than a week ago that he was quoted as telling the right-wing Arkansas Watch blog a Latino majority district "is not going to happen."
Of course, just because Mark Martin says something is or is not going to happen does not make it so, particularly given his minority position on the state Board of Apportionment. And what he says one day might well be inoperative the next.

When you don't have a standard for anything, it is easy to forget where you were 10 seconds ago. I thought that only happened to us in the older community (life-experienced).
Probably the same place where the rest of them are unless you are talking about AR House plate 5 or Senate plate 5 and then probably over the limit somewhere.
THe collective IQ of the Arkansas LT Gov, Sec State., AG,Treas. and Land Commissioner is less than 120. No wonder our students have so little ambition, they have so little inspiration from the top.
