Police beat Conway police arrest suspect in toe-sucking overture

Yes, the name's the same as that from cases of yore, attributed to the Toe Suck Fairy, a play of words on the Toad Suck Ferry near Conway.
A serious question for a lawyer: Is it a crime merely to ask someone for a (presumably) sexual favor? What about a hug? A kiss? Something more intimate? Rude, presumptuous, odd, off-putting, disturbing. Yes.
