So where are these thieves selling the stolen metal? As long as copper prices stay high deterring the theft may be difficult.

Here's how you deter theft: no cash payment, check only via mail and a 15 day mandatory retention. Sales of serialized items (compressor coils, etc) must be recorded.
If the tweakers can't get rid of their goods, and the scum who buy known stolen metal can't convert it quickly into untraceable lugs, then theft will go down.
I was just reading the Sheriff's office report and noticed: CLOTHING: NORML and Appearance: NORML
Around here normal clothing is a sport coat and tie, but among copper thieves I guess normal clothing would be more like dungarees and a t-shirt, so NORML clothing means the perp wasn't wearing a clown costume or a dress, but NORML Appearance? What characteristics would make someone's appearance un-normal? Would that be race? No, couldn't be that. There's a field for that, and complexion too. Dwarf? Obese? no, there are fields for height and weight...
Can anyone come up with not NORML appearances?
