Arkansas Politics State revenue a mixed message in September

The report on the state's tax take in September is good only at first blush — up 6 percent over last year and 4 over forecast.
But....
A big bump came from a timing quirk in income tax withholding and the bellwether sales tax receipts were down a bit for yet another month.
