House Speaker Davy Carter has named his three representatives on the state Health Insurance Marketplace Board, which will oversee implementation of a key part of the Obamacare medical coverage expansion in Arkansas. They are a Dillard’s executive, an insurance executive and a Cabot pharmacist.

As noted previously, the appointments by Gov. Mike Beebe and Senate President Michael Lamoureux, plus the two ex-officio members from the DHS and Insurance Department directors (John Selig and Jay Bradford), have had similar demographics. With these final appointments, the 11 board members are all white. Nine are males. Five come from the insurance industry. No appointee, save perhaps a retired Supreme Court justice, represents a purely consumer point of view. A representative of labor? Keep dreaming.
