Yes, if only Dr.'s had a strong lobby in the legislature, something good might happen to them.
So...if I am understanding the R's correctly, you cannot tie a Dr.'s pay to his/her performance. That would be silly, right? Making the Dr. responsible for a patients bad choices and punishing the dr for that choice.
Of course, the above is TOTALLY different in a school setting where one teacher's pay should be directly tied to the performance of her/his students.
It would be such fun for a reporter to ask some of the R's about this.
