The city isn’t even paying for the project. The State Highway Department is.
There have been two public meetings (the second of which director Hendrix tried to cancel the day of) and it has been public knowledge that this had been planned for months now.
At both the public meetings, most of the response was in support. There were some concerns about loss of parking or traffic congestion. Both these issues were addressed in that no parking was going to be eliminated and numerous studies have shown that reducing a street from 4 to 2 lanes with a turn lane, actually eases congestion, because cars travel at a slower and more steady pace, and cars do not have to stop in a though lane to turn left. Not to mention it makes it safer for pedestrians to cross. The bike lanes are just an added benefit.
Ward 1 probably has the highest percentage of residents without a car in the whole city yet the Director of the same Ward is the biggest opponent in the city to safer streets for those not in a car. Luckily there is an election coming up next year.
The LR city board adopted a resolution of intent to adopt a complete streets policy tonight! It says they have a year to come up with a complete street policy, and even then it will just be a policy,not an ordinance, but at least it's a start on to better walking, biking and living streets!
The vote was unanimous, that is, after Director Hendrix called for a roll call, saw that every other board member voted yes for it and changed her vote from a no.
The biggest opponent to safer streets for walking and biking, the handicapped, the elderly, children and those who can't afford a car downtown is our own ward 1 director. Because, as she likes to put it, "Black people don't ride bikes" I just don't get it
It’s a shame they couldn’t develop an intersection at La Harpe and Broadway as part of the Broadway Bridge project. Then Hwy 10 could terminate at Hwy 70 and people could still take a state hwy to access I-30. And the rest of La Harpe could be ripped up to reconnect the city to the river on that end of riverfront park that never gets use because there’s such limited access. Not to mention, completely doing away with that dangerous intersection at Clinton and La Harpe. Tis all a dream though. Gotta love that Arkansas Highway and Automobile Department. Sigh…

What's interesting though, if you take a look at the latest Little Rock mall, The Promenade, the whole thing is built around a model that has streets with traffic calming, public gathering spaces, wide sidewalks with shops and outdoor seating and street side parking. It’s a model that works and people like. It's everything Main Street could be, we’re just trying to get people to live down here as well so we don’t have to build the 50 acres of black asphalt paving surrounding it all.
