it does matter, Max. Dollars from Stephens have no cost to taxpayers so the multiplier is real. So that all the impact is a net gain. Dollars taken from tax payers and then multiplied does have an impact. But to compare fairly, you'd have to back out the taxpayer cost in order to get the NET impact.

To be fair - Shale investment is done through private sector dollars, Medicaid "investment" is done solely through federal tax dollars.
