The definition of "journey" in the Act comes from the case law and just makes clear what was the law already but in the car. As for open carry, no. That will drive the LRPD nuts with the Cabotian packing on the street. And, those opening packing are inviting being accosted by the police and shot at if they make the wrong move. I personally look forward to the chaos this could create, if I can find a car to hide behind.

Ark. Code Ann. ยง 5-54-203. Making a terrorist threat.
(a) A person commits the offense of making a terrorist threat if, with the purpose to intimidate or coerce a civilian population or to influence the policy of a government or a unit of government by intimidation or coercion, the person in any manner knowingly threatens to commit or causes to be committed a terrorist act and thereby causes a reasonable expectation or fear of the imminent commission of a terrorist act or of another terrorist act.
(b) It is not a defense to a prosecution under this section that at the time the person made the terrorist threat, unknown to him or her it was impossible to carry out the threat, nor is it a defense that the threat was not made to a person who was a subject or intended victim of the threatened act.
(c) Making a terrorist threat is a Class A felony.

Nate Bell is proof that complex thoughts: (1) can't be expressed in 140 characters, unless (2) you are a complete nitwit, and they are your complete thoughts, and (3) Twitter is like a gun: just because you have it doesn't mean you should wave it around.
