Sound Policy, OK. I don't disagree with that. Apparently you were completely disinterested in the point of the article, which is that the oil companies have found a way to classify this sludge as "not oil" in order to avoid certain regulations and the cost associated with them. Primarily, the clean up fund that is paid on pipelines that carry "real oil". Your points are valid, but better directed at the author. And considering that Keystone will carry similar dilbit or tars sands bitumen, the oil companies will use the same dodge to avoid paying in to the clean up fund on it as well.
