Wow, you mean you lose privileges when you go to prison? Who would have thunk?
I would argue that most in the state pen don't have any "criminal enterprises". They are meth cooks, murderers, rapists and child molesters. These aren't scientific rockets.

That's odd that the Arkansas Center for Health Improvement, which is directly funded from the new Health Insurance Exchange would put out a study that benefits the same group (HBE) that pays the Arkansas Center for Health Improvement over a million dollars in funding. No problem here, carry on.
P.S. If you didn't pick up what I'm putting down, RAND & ACHI is funded from Federal Obama dollars to provide their "research".
