      <![CDATA[The response by the cities based on "budget surplus" shows an unexpected lack of understanding of one time monies vs. ongoing revenues on the part of the mayors who sent the letter.<br>

A surplus is a one time amount of funds. When you spend it, it's gone. Revenues are dependable, expected income from year to year.<br>
<br>
You DO NOT fund staffing through one time monies. What Pulaski County is asking to work with the cities on is ongoing staffing of deputies to expand jail capacity. We've already built the $5 million jail expansion at no cost to the cities. Now it remains to be seen whether we can provide the staff to add capacity to the jail in term of more inmates.<br>
