      <![CDATA[I don't know much about this election, but I do know that in these types of elections, minority candidates typically suffer during run-off elections; i.e., among a group of candidates, minority candidates can carry a plurality (which is why many places moved to plurality elections for these types of local elections), but not a majority. In a run-off election, these candidates typically lose (and generally approach the same percentage support enjoyed in the general election); these candidates have a support cap that provides a sufficient plurality, but remains shy of a majority.

      <![CDATA[cbb, unlike party primary elections, every registered voter in NLR could have voted Tuesday had they been inclined to do so.<br>
<br>
Because party primary elections every two years are designed to select candidates to represent that party in the general election, folks who vote D or R (ReTHUGlicon) in a party primary must also vote in the same party's runoff if one is necessary.  Any voter who did not vote at all in an original party primary is eligible to vote in either party's runoff should there be one.<br>

      <![CDATA[Don't underestimate this paper's editorial piece on the race which strongly criticized Steele.  Smith sent out direct mailers during the runoff campaign directly quoting the Times.  The issues raised by the Times weren't on the forefront during the general campaign but seemed to gain traction during the runoff.

      <![CDATA[In comparing precincts between the general election and the runoff, it is obvious that Smith's supporters simply turned out in a much higher percentage than Steele's.  The question is why?<br>
In one precinct, Smith received a vote total in the runoff that was over 90% of what he had received from that same precinct in the general election.  That is unheard of in runoffs.  He had several precincts in the 80s.  Steele's highest precinct was in the low 70s.  There were two precincts which went for Steele in the general election and for Smith in the runoff.  <br>
Elections are won by people turning out to vote.  Smith was able to mobilize his supporters at a higher percentage than Steele. This was true for both early voting and election day voting.  <br>
This reminds me of Stodola nearly winning the US Congress primary and then losing to Snyder in the runoff a few years back.  Sometimes getting so close to the margin makes your supporters complacent.

      <![CDATA[Is this from the same Scott Miller who was on the Steele campaign?  <br>

Here is a tidbit of information for you that you may not be able to quantify.  About 2,000-2,500 republicans from NLR did not vote on election day because they knew Mitt Romney was going to take Arkansas and they thought Joe had the election in the bag.  Ward 1/Ward 4 came out in force for the runoff.  Steele's folks didn't get back out to the polls because they thought two things:  Steele had won the election on the first go round, and Obama had won the presidential election.  <br>
<br>
Another variable that caused Steele to lose is that the police and firefighters unions political presence pissed off voters.  People want to see police and firefighters as neutral, not being boisterous out on the street corners holding up political signs.  Steele also ran strictly on public safety.  Other than that voters did not know what else he has done or could do.  The police/fire/teachers unions supported him, but they couldn't do the job for him.  I think the extra 3 weeks allowed voters to figure out who was the ACTUAL better candidate for the job.<br>
<br>
The vote came down to what the vote in NLR always comes down to: Wards 1/4 vs Wards 2/3.<br>
<br>
I also find it interesting that Miller wants the city to heal now that the election is over.  He was one of the biggest opponents of Hays and Smith.  Constantly firing off his mouth about the backroom dealings of NLR business and City Hall.  Throwing out personal attacks on Joe Smith and Mayor Hays.  I doubt anyone will be extending a hand to Mr. Miller for quite some time.  Miller is the guy that will shake your hand and stab you in the back at the same time.<br>
<br>
I think Tracy has some positive qualities that can be used for NLR in the near future, but the election was very ugly on both sides and it will take some time for everyone to get over what was said/done.

      <![CDATA[Scott Miller here, my post was not about how one candidate won or lost the race, it was about the divisions in the City.  Yes, a big reason Tracy lost was because his strongholds did not turn out as well as Joe's.  Joe deserves credit for his organization and efforts in the runoff. But even if Tracy did get a bigger turnout in his strong precincts, the divisons would have been even more pronounced.  Race is a factor but signifcant white vote north of I-40 went for Tracy where there are much fewer minority residents and Joe got support in minority areas too.  As I said in the post, West of I440 has a small minority population but went overwhelmingly for Tracy.  To say voting was primarily race based descredits the issues both candidates brought up and  does not give the voters of NLR thier due for casting thier vote based on the issues.
