Please tell me why, Mr. Guano. Why does it matter? Do you know for a fact that people sitting in plush offices in Little Rock will offer me cheaper insurance that people sitting in equally plush offices in DC?

You must have a reason to make the above statement. Please share it with us.

Do some research RC, and you will find that ProEquities and Bankers Life used a unlicensed broker-dealer arrangements nationwide to steer seniors into scam annuity products. And just because it was a multi-state agreement and it took nearly a decade for the industry's self-run regulatory body to bring this shady deal to a halt doesn't mean that folks in Arkansas weren't affected.

In fact, it seems that Rapert started his firm about the same time that ProEquities signed its broker-dealer arrangement in Arkansas with Bankers Life, which does not have a license in Arkansas to offer investments products.

Just saying it is kind of funny that the Arkansas Legislature changed the broker-dealer rules during the 2011 session with Rapert's committee overseeing the rewriting of the rules. Similarly, it seems kind of strange that an investment adviser would then turnaround and sponsor legislation to open the door for predatory lenders to prey on poor folk.

If he is truly the righteous Christian that he often boasts that he is, Rapert would "shun the very appearance of evil" and refuse to vote on any issues involving the sale of insurance products and securities.

Furthermore, Rapert doesn't seem to think much about Christ's commandment not to rip off the widows and the poor, or give preference to the rich.

No, DFG, it's not at all strange. In fact that is how business is normally done in Arkinsaw.

I still have my doubts about our state's eligibility for tax credits with the federal exchange system, due to an apparent discrepancy between the ACA statutes and the IRS interpretation issued in May. Some legal scholars say the law authorizes the tax credits only for states running their own exchanges, not with the federal exchanges.

I'm not aware that the SCOTUS case, which was argued in March and decided in June, addressed those IRS rules. I'd be grateful if someone could cite that part of the decision, if it exists.

Congress could make it a moot issue by amending the ACA to explicitly authorize the tax credits in states using the federal exchanges.

In the worst case scenario, if we stick with the federal exchanges, and Congress fails to harmonize the tax credits for both systems, and the courts rule that the IRS exceeded its authority, the impact on Arkansas taxpayers could be financially devastating.
