The net impact of teh SCOTUS decision will probably be very fast because of the current request to release water on the Missouri dams in South Dakota to bring the Mississippi River level up to benefit shippers. The court case SCOTUS decided was caused by the Corp releasing water on the Black River dam in Missouri following an agricultural request to help farmers.

Don't be surprised shippers on the Mississippi River that the SCOTUS just told the Corp to NOT give you the water that all the governors along the Mississippi River requested in the past two weeks. You only get burned once for responding to a political request and then you just let them dig their own canal in the River. The safe beauocratic answer is follow the plan that was approved, no matter who might get hurt by NOT responding to any request.
