      <![CDATA[So, what if an individual doesn't apply for Medicaid if there are draconian co-pays and drug testing, making it not worth it for many that would otherwise be eligible? <br>
<br>
Would they be fined like those that don't get health insurance will be? That doesn't make any sense, considering they are very poor already.
