"Ideally, Arkansas would do as Montana has done, outlaw all direct corporate contributions to political campaigns."

But you would allow PACs to launder the contributions instead. That is not an improvement, it will actually make it harder to trace the source of the money. And you advocate no improvements to reporting practices, like abolishing the handwritten, faxed-in reports, and replace it with a transaction-level database for public access and analysis.

If the idea is to curb corruption in campaign practices, the ideal change would be to allow direct contributions only from registered voters in the candidate's district, and improve the disclosure reports. That would improve transparency, and effectively end donations from corporations - and from out-of-district contributors and PACs. We don't count petition signatures from out-of-district persons, nor allow them to vote in local elections, so that is a sound basis for prohibiting out-of-district campaign contributions. They would still free to express their opinions with uncoordinated independent expenditures.
