I stacked all my limbs and tree trunks in the street.

I did it orderly. It looks like a funky pine hedge.

My yard is so steep it would not have stacked at all.

Another alternative is to get it off your lawn before it kills it and stack it in the gutter so it is the city's mess. Maybe the Chamber could use it's $300,000 in tax payer funding to help clean it up. Just some ideas. My experience with the city's clean up is that the machines they use create big gouges in the yard which you then have to repair as well as any sprinkler heads they tear up.

Instead, by August all residents would be required to take delivery of 1 acre foot of mulch.

Yes fiveoclock. This an extraordinary event. It took six months for springdale to cleanup after the 2009 storm but, it was a massive ice storm. Two outside hauling companies had be called in. Dumping/disposal sites must be located and approved.

"It's unclear if the city will move to contract to speed up the work, as has happened in some other disasters." Huh?

It isn't unclear. I watched the meeting. Bruce Moore said that if the FEMA disastor declaration came through then the city would be able to contract with outside sources to do the removal as has happened in the past.
