The net impact of that 3% or lower is that at the end of every budget period, every dollar will be spent and every open position filled to assure that not a penny is left. Any other action assures that the budget increase will get lower and lower each year until it is zero.

It is obvious from some comments on other threads that this approach which is already happening due to increased gas milage on cars and thus less highway money, created a situation that not even a legislator could leave to drop year after year. Well folks, you change the law and soon you will be back on gravel interstates.

Unfortunately, the GOTP has assured that everyone elected has already proven the Peter Principle and the failure of small school districts to really educate someone.

So their masters drop a few million to buy them control of the Arkansas Legislature, and their first shot out of the box is an effort to render Arkansas legislators completely irrelevant? Stupid is as stupid does, I guess.

All indications say that the Kochs & Waltons of the US believe they can create a new country with NO government. Think about it, except for a little police & fire protection what does a government benefit the Kochs & Waltons? Plus they could have their own police & fire protection for mere pocket change to them.

For people that rich government is just a pain in the ass with all its taxes, regulation, inspections and endless paperwork. For less than they pay in taxes the upper 1% can hire their own protection teams and if they can manage a little slavery here and there, it's a bonus. Nothing says you've arrived like human ownership.

I've had several friends become mere millionaires and noticed how it changed their thinking. In the 90's one of them actually told me to have my girl call his girl....I thought that was only in movies. mag's my girl, but not that kind of girl. So if a person had been playing with billions of dollars the last 20 years, their thinking has to be way way out there.....like in...We don't need no stinkin government!

The 48th low hanging fruit named Arkansas will be easy to de-govern. Our new Republican overlords in the ARK legislature are just warming up. Our Wisconsin days are ahead and a new Republican governor in 2015 will be icing on the cake. I could escape to Oklahoma....but....it's Oklahoma! I'm too old to escape but thankfully my kids are young and mobile.

I don't know how the Republicans will keep a governmental eye on vaginas after they disband the government, but I'm sure they'll find a way since most men would do that job for free. The slightly rich who live on the hills overlooking Fort Baptist will have the most to lose when there's no government. The rich with a small r won't be able to afford their own police and fire departments and they'll be the targets of the hungry and ohmagod how hungry we'll be in the jobless future. If'n I worked full time at Wal-Mart I couldn't pay the utilities at my house much less buy food.

With democrats (small d) like Pryor, Ross and McDaniel it's like we got no Democrats at all, so no help there. It's just going to be rough when those with more money than they could spend in a thousand years do away with what little of our government they don't own already. Some will say it's god's will but I tend to think it's just unregulated greed run a muck.

Grownups should be able to manage a purse string. Arkansas is 150 years plus and haven't had to have this type no brain governing.

Just suppose Republicans kill off national disaster aid and then Arkansas gets a tornado on the ground for 100 miles (happened a few years back) or a fire season that burns the Quachitas from Louie's McNab all the way up to Plum Creek.

What about a flood on the Arkansas like we have seen lately on the Ohio/Mississipps/Missouri?

What about finding out that to educate a 21st century child to compete with emerging competition from India/China costs more than we now spend barely ahead of 19th century needs?

If a legislator thinks having to think to run state gov't is too hard, step aside and let a grownup take over.
