      <![CDATA[Were these jobs advertised with the most qualified getting them?  Or were they 'inside jobs' with only ringers being considered?  I suspect the latter.  And is that legal?<br>
<br>
Would others have been willing to do those same jobs at a lower cost to taxpayers?  Who decided on the hires and their salaries?
