      <![CDATA[From what I can tell, long-distance, from the A-T blog, virtually EVERYTHING connected with any  state or local government, education or economic development in Arkansas is either deliberately non-transparent (i.e., shady), crooked, rigged, impervious to rationality, religiously dictated or unconstitutional.<br>

      <![CDATA[This sentence caught my attention:<br>

"[King]did not respond to my email to his private address he uses to communicate with state employees.]"<br>
<br>
What is the policy regarding the use of private email accounts to conduct state business when there are email accounts provided by the State?   Could an elected official (legislator, judge, or state employee) use a private email account to conduct state business and simply avoid the possibility of emails being discovered from an FOI request?<br>
<br>
Surely there has to be a policy.  <br>
