      <![CDATA[Looking at the history of the promoter (notice that I didn't use the term "developer") reporter earlier where he came into 3 other states and then pulled out, thhstate is wise to not spend a penny until that investor $250 million is in the bank and the bank is notified that the state should be informed if it is removed by the investors or actually have the state put a claim on it for any monies expended).
