JACKSON, Miss. —A Mississippi lawmaker has introduced a bill that would outlaw the creation of "human-animal hybrids" and impose fines on offenders.

Rep. William "Tracy" Arnold, R-Booneville, has proposed The Protection of the Human Person Act, known as House Bill 819.

The bill defines a human-animal hybrid as embryos that contain human and non-human cells, nuclei or chromosomes; embryos that were created by fertilizing a human egg with animal sperm, or vice-versa; or a nonhuman life form "engineered" with a human brain.

The language is part of a bill that also restricts cloning, abortion and assisted suicide.

Arnold said human-animal hybrids aren't a real concern, but said the bill is an opportunity to lay some groundwork to protect embryos from research.

The controversy was first sparked by a Clarion-Ledger blog written by Brian Eason.

On Wednesday, the Washington Post reported that Breuer was stepping down.
