      <![CDATA[911 is an absolute must.  It saves lives.  Counties are losing revenue due migration from wireline to wireless and prepaid phone cards on which no tax is collected.  It seems the easy answer to collect additional revenue is to capture the tax on prepaid phone cards at the cash register.

      <![CDATA[A growing problem with charging monthly contract wireless users is the proliferation of <br>
'no-contract', by the minute cellular phone use. Something has to be enacted so they pay their fair<br>
share up front as part of the purchase of a minutes card. <br>
<br>
I must applaud the 911 service I rec'd in Dec of 2011. Saved my life. Emergency responders were at my door within 5 mins, I wasn't able to speak clearly but the 911 operator kept me online, coaching me thru each step I needed to take.

      <![CDATA[killingmesoftly, the customers may have migrated from Verizon and ATT wireline services to cellphones but since the two leaders in cellphones in this state are also Verizon and ATT, they really haven't lost customers, just some of their massive income.  Time to break up ATT again and give them 20 years to buy each other out and the 1% to make their usual killing.

      <![CDATA[Fees are the usual Repug tactic for raising funds without (technically) violating the no-tax commandment. Expect to see more and higher fees imposed on all government services.<br>
<br>
For instance, if the overlords decide to require the unemployed to piss in a cup in order to receive unemployment compensation, fully expect that the unemployed will be billed for the cup and analysis costs. But, see, it's not a tax; it's a user fee. God Norquist will surely absolve this transgression.<br>
<br>
To keep Max's pesky eye out of their business, FOIA requests will be burdened with fees at every step. Holy Grover will bless this.<br>
<br>
The fee crusade is beginning with fervor.<br>
<br>
Not having a prison (cell) phone, the fee is of no concern to me. However, where have the billions of tax dollars given to the phone entities for improving access gone? They have been spent in mergers and quarterly dividends.

      <![CDATA[RC - Much like your moniker the wireline era has seen its better days.   Hanging on but by a thread.  My memory sometimes fades but I seem to recall reading that AT&T and Verizon have lost half of their landline customers in AR.  So, it is no wonder that counties are seeking additional revenues from wireless customers.   As it stands, wireless customers seem to be getting a free 911 dial on the backs of the shrinking numbers of wireline subscribers.

      <![CDATA["With the cell phone age we are in now and everyone doing away with landlines, we are going to need to shift the funding from landline to cell phones or find other revenue sources."<br>
<br>
Is "everyone" really doing away with landlines?  We need further details about that from our local incumbent wireline utilities.<br>
<br>
How will Arkansas be impacted by AT&T's plan to shutoff service to 19 million copper wireline customers without a modern wireline replacement?  How will that affect 911 service here?  The street addresses are already mapped for wireline 911 service, and the Smart 911 enrollment rate has been dismal.  It sounds like the result will be: some people will die if wireline 911 service is eliminated.
