      <![CDATA[You are correct that  Perry's recent trip has not produced any immediate results. The Houston local CBS station reported on 2-13-13 that Rick Perry is empty handed so far on this one trip to California where he met with 20 business leaders who had expressed interest in moving to Texas where there are less taxes, and red tape. The fact that these business leaders requested Perry to come is not a good sign for California. <br>
<br>
When you try and tax and spend too much then the business community will try and relocate to another state. That is exactly what is happening in California today. <br>
<br>
Sometimes I wonder what planet liberals are from. The economy of California was the strongest in the nation in the 1970′s when Ronald Reagan was the governor, but after the green movement and other liberal regulators got a hold of it, things went south fast.<br>
<br>
I could give you countless stories about people I know that have told me that their customers are in California, but they build their warehouses in surrounding states and ship their products into California. They tell me that you would have to be crazy to try to build a warehouse in California because of all the red tape you have to put up with. <br>
<br>
President Obama has raised taxes on the rich just like California Governor Jerry Brown did. How is that working out for Jerry? Now businesses are leaving California for Texas. How do I know this is true? Look at what Dan Mitchell had to say recently on his blog:<br>

Indeed, in the last five years Texas has gained 400,000 new jobs while California has lost 640,000. The Lone Star State’s rate of job growth was 33 percent higher than California’s last year, even as the Golden State finally pulled out of the recession. …Texas’s legislature has just trimmed its $188 billion two-year budget by 8 percent, and the state may have more revenue than it can legally spend because it is barred from raising outlays more than the rate of economic growth.<br>

      <![CDATA[Saline, Perry got zero (0) businesses because companies care about their employees also and Gov Goodhair has destroyed the Texas school system which no one thought could be made worse but he showed that there is no level of education that can't be further destroyed by stupid Republicans.<br>
<br>
Taxes aren't the only reason anyone move but I know that Republicans only care about their money and people really don't matter.  Most Californians actually read and can see what the Tea Pot brains have done to Texas and the only good news is that in 20 years, when they start to rebuild Texas based on no oil or gas, that the Democratic Hispanic majority do care about families and their kid's education.  In the interim, Austin will continue to survive in their Alamo mode.

There's lots left to be irate about but Arkansas Medicaid does not pay for Viagra, Cialis or any drug for E.D.  They haven't for at least 10 years.  The state BC/BS plan only pays when a physician provides proof that the man has E.D. secondary to diabetes and even then the co-pay is around $60 for 6 tablets a month.  <br>
<br>
The legislature would not endorse Immaculate Conception either because they know that they, not the moneychangers in the temple, would be the target of any Neo-Mesiahs.

      <![CDATA[Couldn't be better is bragging on California while Rick Perry just got finished with a recruiting tour of the state because so many California businesses are continuing to leave there for low tax Texas.  <br>

It has been a joy to watch Jerry Brown destroy the state with his liberal philosophy. At least he is not a Rino like Arnold. The liberals in California are getting a dose of their own medicine and the Phil Micklesons of the world will be relocating soon. Is that the utopia you are referring to?

      <![CDATA[DBI, Saline is back with the same old argument that would have evertone working for $1/day in a perfect universe.<br>

The data (I know, those damn pesky facts that Tea Pot brains hate) show that there are millions of FULL-TIME weorkers being paid minimum wagwe and depending on food stamps and food pantries for food and ERs for medicine because corporations are too stingy to pay a liveable wage.  Would a living wage work?  San Francisco has a minimum wage $1 an HOUR higher than the president has suggested, universal healthcare, and an economy that is booming. Watch Saline drag out the entire state but there are Republican ideas shoved in the rest of the state going back to tax hike Ray-Gun.  San Francisco actually reflects "Christian" principles and not the s**t the current Talibaptists are trying to shove into law in this state.  <br>
<br>
The best thing about Westerman's idea is that we won't need the legislature at all. Get rid of them all.  Major cost savings.  Blood pressures will improve.  Lawsuits will go down.  Maybe, intelligent people might learn where Arkansas is for the good reasons. Tell Westerman to put that in a Constitutional Amendment and it might get a 90% positive vote!  Hell, it might make 99.9%!  Let the people who know what they are doing make the state run and get all of the amateurs back to their churches where they can cause all sorts of doctrinal splits that they seem to be so good at!  <br>
<br>
We don't all go to their churches, we don't endorse their hatred of women and anything related to women and we think that a woman should be the ONLY one to make a decision about her body.  And while that is going on, eliminate Viagra and Cialis from Medicaid and state healthcare plans. To stop babies that are mistakes, let's correct the OTHER half of the problem unless the legislature is endoring Immaculate Conception again!

The problem is fairly simple. When revenue is up, lots of politicians like to spend more money. When revenue is down, lots of politicians like to spend more money. There is almost never an incentive for a politician to spend less money. Keep that up for long enough and your government will be in trouble.<br>
<br>
If we could trust our politicians to save money when times are good, we wouldn't need things like a requirement for a balanced budget or rule based spending caps, but we cannot trust politicians.<br>
<br>
An increasing spending cap is better than the current balanced budget requirement that Arkansas has. Right now, the state can spend a lot of money when times are good, but has to cut back a lot when times are bad. With a cap, the state would have to spend less during the good times, but wouldn't have to cut back as much or at all when the bad times come again.

      <![CDATA[DBI, if you want to talk about minimum wage laws then I will be glad to. Increases in the minimum laws in the past have always been encourgaged by the big unions even though almost none of their members are paid at the minimum wage level. Why do you think that is? It is very simple because they don't want to not let the little guy into the market place because that possibly would be a pathway up to eventually challenge them for their job. <br>
<br>
No one is hurt more by the increase in minimum wage law than the poor young unskilled worker that is out looking for his first job. MAYBE IT IS YOUR VIEW THAT IS HURTING THOSE POOR PEOPLE THAT YOU CLAIM TO BE HELPING.

The problem for Clean Line Energy was that they wanted utility rights in Arkansas without having any customers here.  But without Arkansas customers, the Public Service Commission has been reluctant to give them the "certificate of public convenience and necessity" that Clean Line needs to start condemning people's private property.  And the PSC was right - there is no necessity for this powerline in Arkansas, and it will be nothing but inconvenient for the landowners in its path.<br>
<br>
If I understand this legislation correctly, Senator Key may have a solution for that problem - screw the landowners, just give Clean Line a utility certificate anyway.

Grownups know that simple solutions are generally more of a problem than a solution.<br>

"Accross the Board Cuts" are always ignorant.  That fails to acknowledge differing importance of different items.<br>
<br>
Cut your Oaklawn horse bets 10% and underpay your mortgage 10%, see how well that works.  The bank will kick you out of 100% of your house.<br>
<br>
A grownup cuts Oaklawn 100% and mortgage 0%.<br>
<br>
Same thing with some percentage increase spending cap.<br>
<br>
Someone pulls a number out of their ^$$ and then the real world steps in and we are screwed.  Since the legislature only meets in odd years we could end up 2 years lag of catching up with the real world.<br>
<br>
Damn demogague Republicans!  See the problem is, they have been out of power for decades and thus could just sit and whine and piss and moan and make all ignorant proposals and get points back home, but NOW, they have a majority and their half ass ignorant proposals actually become laws.

      <![CDATA[I must agree and like Gyl. Easy to see you're not Repub. You need to add a provision for unseen events, say like a court ruling mandating you spend on schools or prisons, not that any such thing would ever befall Arkansas. Might also think about a major disaster clause in case we can't lay off our expenses on the Feds, again and the powers that be think frackin is necessary even if a few earthquakes occur.

      <![CDATA[Boy was I wrong about Speaker Davy Carter, who boasted ahead of the session that the 89th Assembly would be usher in an era of unprecedented bipartisanship, tax reform and economic prosperity for all Arkansawyers. Carter will go down in history as an utter failure in demonstrating  true leadership and diplomatic legislating -- especially with the Arkansas' GOP Taliban's takeover of the session that will be widely known as the God, Guns and Fetuses Legislature.<br>
<br>
The only other shoe left to fall is the other G- Gays.  I am surprised that at least one bill or resolution hasn't come out of committee calling for all homosexuals (along with blacks and Mex'cns) to be rounded up and put in ex-gay concentration-training camps.<br>
<br>
Carter is as much the leader of the GOP Assembly as Obama is beloved by the Tea Party.  But you have to give it to the Shitte Ignorants Caucus leaders Bryan King and Jason Rapert credit, along with a sorted right-wing ignortants like Irvin, Meets, Lea, Sanders, Westerman, Collins, etc ...) for hijacking this session and implementing a Tea Party agenda that would make an evangelical preacher masturbate.<br>
<br>
After this assembly hands out $125 million in corporate welfare to the Koch Brothers and a known bait-and-switch con artist to create jobs for Mississippi and Alabama steel workers, any thoughts of getting rid of corporate subsidies and reforming the tax code will be just a dream.<br>
<br>
Carter may be House Speaker, but somewhere Terry Rice is laughing his ass off as he sees his entire agenda being implemented as sure as Inglourious Basterds love killing Nazis.
