In Arkansas if you are "walking your fence" open carry has never been a problem bc hunting regulations apply! Anyone can carry a .22 in the woods during squirrel season which is all but 3 months. Coyote, bobcat, groundhog, feral hogs can all be hunted so this bill is pointless if limited to unincorporated areas. What a bunch if idiots.

As far as I know, open carry is legal on your own property. The only problem might be the snake shooting bit.
Now I guess most game wardens like snakes about as much as you and I do. BUT ... seems in the past, those guys in green would often come up on a guy shooting out of season who would say he was shooting snakes. Guy in green would know it was a bald faced lie, but often couldn't prove it, if the shooter, say, dumped a squirrel and game warden couldn't find it. So now it's illegal to hunt snakes.
Although, I gotta admit, I've been know to hunt a copperhead I knew was hanging around the yard or barn. And yeah, I've been known to carry if I'm down in the back of the property. Guess I'd have to admit to a game warden I was man huntin' -- in a manner of speakin'.
(Gee, officer, I thought it was open season year 'round on the kind of varmint.)

Maybe we should probe the open carry people...just a thought. Joe Daniel Brown, are you one of the inbred individuals your post refers to? I'm guessing yes. I'm from TN, and I assure you the mentality of the people there is no different from the mentality of the people in Saline County where I live now. Point being, it's the same gun toting, abortion hating people -- just with different addresses.

Where is a good psychoanalysts when you need one?

Obviously, the current Guns, Gays, God and Fetus focus by the Arkansas legislature is nothing but a showcase for wimpy religious and sexually repressed white men (and women) who have brought their small penis vs. vagina politics to the State Capitol.

Effeminate and ball-less zealots like Bell, Westerman and Rapert see the 2nd Amendment as their chance to increase their phallic presence throughout society. If guns-as-penises is not an appropriate metaphor for the happenings at the capital, then why has so many of these right-wing gun owners gotten so upset when an Arkansas Business editor threatened to expose the size and location of their gun collections. Likewise, their obsession with abortion and women's orifices obviously point to their desire to play with vaginas as much as they can.

Public and open carry of guns by gnomes and other deviant Tea Party right wingers. Rapert and vagina probes. Come on now!

The only thing that I am surprised by is that there have been no proposed bills by the Christian Shittes to ban gays from getting jobs, owning homes and having any rights at all. Or better yet, an amendment to the open carry bill to shoot gays (or blacks) on sight.

I guess Tom Cotton with take care of that at the federal level.

Here's a link to the KARK story on the Open Carry bill and Westerman's opinion that Davy will turn around and support it:

http://arkansasmatters.com/fulltext?nxd_id…

I especially like the provision that allows instant conversion of all concealed carry permits to open carry permits.

And Westerman makes the best case I could imagine for why we need open carry so badly: no one carries in states where it's legal!

Quote:

On Monday, House Majority Leader Bruce Westerman told reporters since most states have it, it can't be all that bad.

"I've traveled to every state except for three, and I've yet to see anybody carrying a weapon only in public, so I think the fear that people will be wearing their pistols on the outside of their jacket or whatever is probably a little bit unfounded," Westerman said.

We should mimic what works there here. It works. Carrying permits are allowed there but usually only for those working security jobs.

Too many paranoid Barney Fifes, not enough reasonable Andy Taylors. With more than 300 millions guns out there in the U.S. there's are already more guns in this country than people living here.

I grew up enjoying hunting with my grandfather. I don't own a gun now. But I have no problem with limited gun ownership. However for all the 2nd Amendment bluster the amount of guns already out there makes me fell less secure and less free. While I understand open carry proponents believe it would deter crime, to me it would make our society look and feel less secure and more afraid.

I think that if the original intent had been to allow open carry in rural, unincorporated areas that restriction would have been written into the original bill, not added as a last minute amendment. Bell's lying about the intent and they were scrambling to save the bacon at the last minute.

These gun fetishists have no sense of proportion. They think everyone is as whacked out about guns as they are. Nobody wants to see your goddamned piece when you're walking down the street, just as no one want to see a kid's ass. The difference is that a kid's ass won't get someone killed.

Will it take some of these 'carryers' getting slaughtered in a shoot out with police confused about who's the bad guy before this hysteria is brought to an end?

Nate Bell is a farmer, a shit farmer and his shit crops grow exceedingly tall fertilized by the manure coming from this legislature.

I've been reading the newspapers for a long long time and I can't recall the last time some farmer or land owner or anyone was arrested for walking in the woods with his or her gun. This isn't really what this Open Carry stuff is all about, it's about pencil-dick men who think they'll impress people by strapping a big gun 8 or 9 inches to the left or right where a man-sized penis should go.

I ran out of something to do last night so I read the list of concealed carry people in and around Fort Baptist. Mostly it was a bunch of nobodies, a few very rich people, a few cops or ex cops, a couple of jewelers and gold & silver buyers and a lot of dead people.....do they ever update this list? Some of the people I knew, I just went uh huh when I saw their names because it would be just like them to think they're important enough for someone to shoot....jealous of their freedom, one would guess.

I own guns, I'm not against regular guns, I read history all the time and know when everyone had a gun lots of people died by accident and on purpose and I don't want to live in the Wild West again....it was mighty dangerous, a lot more dangerous than today, not my opinion....facts, ladies and germs, facts!

While our loopy legislature fixates on GUNS & VAGINAS more important problems are laid aside. There's not enough jobs in Arkansas and there's sure not enough good jobs. How can you buy an extended clip if you got no job? It's no fun to go to a big gun show if you've got no money to spend. You don't think much about pistols if you're sick and can't go to the doctor.

In the holy name of the Space Ghost get off this gun stuff and pass bills that might actually help someone who lives on the Arkansas Plantation!

Is there a law that I am not aware of that says a farmer cannot carry a gun when he is walking his fence rows or checking his cattle?

I don't have cottonmouths (thank goodness), but the rest of the snakes on my place mind their own business if I mind mine. Copperheads are so shy you practically have to step on one to get bitten.

Chiggers and ticks are constitutionally unable to mind their own business. I'll take snakes any day of the week over those two useless creatures.

But wait we have a election coming up for 2014,we could get some one in there who will do as we ask and not as they want
