Proper training and oversite would have prevented this from happening.

Either proper training and the officer would have performed appropriately, or proper oversite would have removed the officer from patrol. There were indications of a need of additional training.

Either of those occuring and two young men and their families would probably not be greiving right now.

We owe those we hire to protect us to have the equipment and training needed to perform.

The kid was black and not only that he had the audacity to smile. I guess it was easier to shoot him than to lynch him...less time for witnesses to appear, you know. If they'd just pull up their pants and wipe the smiles off their faces everthing'd go smoother round heah.

I mean, despite your reference to Bobby Moore's pending carjacking case (hello, innocent until proven guilty!), the fact remains that Hastings had ZERO idea at the time that he fired that Bobby was awaiting trial. So that's completely irrelevant in the context of whether he "deserved" to be shot by Hastings.

But, as long as you want to bring up past indiscretions of the two people involved, we should note that Hastings once attended a KKK meeting, and his personnel record showed six suspensions arising from 18 complaints since joining the force in 2007, including allegations that he violated policies on crime reports, use of recording equipment and speeding. He'd also been cited for insubordination, reckless disregard for public safety, damaging department property, missing court, and sleeping on the job. He'd also lied about a case in which he left his assigned patrol area to join a State Police chase, speeding there and then back at speeds around 120 mph, but arriving too late to back up another officer. Oh, and his supervisor wrote, "He has continuously shown poor decision-making and unprofessionalism as a Little Rock police officer. I have great concern for his mental stability and decision-making as an [officer]."
