Asa's ethics (UPDATED)

The state Democratic Party's coordinated campaign highlights findings from a recent congressional investigation into contracts awarded by the Dept. of Homeland Security, saying it raises questions about Asa Hutchinson's ethical conduct.

The report, released Thursday, named the U.S. VISIT project, awarded in part to Saflink, as one of the wasteful contracts under Hutchinson’s watch, raising questions about what terms brought Hutchinson to a seat on Saflink’s board of directors between his leaving DHS on March 1, 2005 and his appointment to the Saflink board of directors March 10, 2005.

Either Asa Hutchinson had to recuse himself from anything involving U.S. VISIT or he could not have started talking with Saflink until March 2, 2005. ...

“Since it seems unlikely that those four things could happen that quickly, did Hutchinson get a waiver as he claims to have done for his lobbyist job so that he could negotiate with Saflink and did he recuse himself from the US VISIT project listed in the report released last week if he was negotiating with Saflink?”  Greg Hale, Victory 2006 campaign director, asked.

UPDATE (8:20 p.m.): Here is the response from Hutchinson's campaign:

"All of Asa's dealings with the private sector were approved by the Department of Homeland Security's ethics department. He had no discussions or negotiations with SAFLINK prior to his departure from DHS. It's also worth noting that the House Government Reform Committee report the Democrats reference here makes no mention of Asa Hutchinson or SAFLINK.

"So right now, we have one candidate in this race, Asa Hutchinson, who has conducted his dealings aboveboard and in accordance with all laws and guidelines, and one candidate, Mike Beebe, who has actually been cautioned by the state Ethics Commission for abusing his taxpayer-funded office."

"Every time there are new questions about Mike Beebe's credibility – whether it's his use of his Attorney General's office for political purposes or his double-talk on gay foster parenting – Mike Beebe and his supporters launch another baseless, distorted attack on Asa to distract from their problems.

"The Democrats can't change the fact that Mike Beebe has a serious credibility problem, but the least they could do is to stop making unfounded charges against Asa."

NEW CONGRESSIONAL INVESTIGATION REVEALS ABUSE ON HUTCHINSON’S WATCH

A new Congressional investigation into wasteful contracts and abuse of taxpayer money for Department of Homeland Security contracts on the watch of former DHS Undersecretary Asa Hutchinson raises new suspicious about the awarding of contracts to the Saflink company and Hutchinson’s nine-day ascension to the company board of directors after his departure from DHS.

Homeland Security, in June 2004, awarded a contract to a consortium led by Accenture to design and build U.S. VISIT.  Saflink was part of the alliance.

When Asa Hutchinson was at DHS he had responsibility for and oversaw U.S. VISIT.

The report, released Thursday, named the U.S. VISIT project, awarded in part to Saflink, as one of the wasteful contracts under Hutchinson’s watch, raising questions about what terms brought Hutchinson to a seat on Saflink’s board of directors between his leaving DHS on March 1, 2005 and his appointment to the Saflink board of directors March 10, 2005.

Either Asa Hutchinson had to recuse himself from anything involving U.S. VISIT or he could not have started talking with Saflink until March 2, 2005.  It seems unlikely that in a nine-day period, from March 2, 2005, to March 10, 2005:

1.       Saflink could contact Hutchinson about joining their board;

2.       Hutchinson negotiated with and accepted the offer from Saflink;

3.       The Saflink board of directors nominating and corporate governance committee recommended him to the full board; and

4.       The full board voted to elect him as a new director.

“Since it seems unlikely that those four things could happen that quickly, did Hutchinson get a waiver as he claims to have done for his lobbyist job so that he could negotiate with Saflink and did he recuse himself from the US VISIT project listed in the report released last week if he was negotiating with Saflink?”  Greg Hale, Victory 2006 campaign director, asked.

To have engaged in talks for this position prior to his leaving DHS, Hutchinson would have to have gotten authorization from the office of White House Counsel, according to regulations set by Bush Chief of Staff Andrew Card.

“Lawmakers say that since the Homeland Security Department's formation in 2003, an explosion of no-bid deals and a critical shortage of trained government contract managers have created a system prone to abuse.   Based on a comprehensive survey of hundreds of government audits, 32 Homeland Security Department contracts worth a total of $34 billion have ‘experienced significant overcharges, wasteful spending, or mismanagement,’ " the Washington Post reported Thursday, quoting the report.

The report was requested by Rep. Henry A. Waxman (D-Calif.), ranking member of the House Government Reform Committee, who was joined by Chairman Rep. Thomas M. Davis III (R-Va.).

Looks to me that Asa was hung up with Saflink, like 2 dogs in the back yard way too early for this to smell good. What I can't understand.....if Asa is making himself rich in DC off his brief unproductive time at Homeland Security, why the dual desire to become Governor of Arkansas?

I find it quite funny that the Party's coordinated campaign has cut Jason Willett completely out of the loop.

The above statement should have quoted a party's chairman. But Wilett probably has no credibilty anymore. So they quoted Mr. Hale instead.

Not quoting Jason Willett, the so-called leader of the Democratic Party, speaking is a huge slap to Willett's face.

And, I would hasten to add, a smart move by Beebe's people to keep that town-drunk quiet and out of the news. They're smarter than I thought they were.

It stops being news when you boy produces the waiver and then the question will be - what is the WH doing giving waivers to future X appointees for? To garner a little nest egg before they vacate? Now IMHO, that's "santorum". The next question will be - if Hutchinson got a "waiver", how many more Bush appointees got one? To glean favorable contracts and board appointments, when they were still on the Goverment tit? My guess is that the WH doesn't want to open that can of whip ass.

Knowledgable sources tell me that Mike Beebe and other major candidates have told Chairman Willett to shut up and stay out of the way when it comes to the real work of electing Dems.

Jason Willett has been emasculated by the Democratic establishment.

What little power he had has been taken away. The coordinated campaign will be the real power this fall.

What a sad ending for Willett. Biggest election in 20 years and he's been told to sit on the sidelines.

Funny that Greg Hale is talking about ethics. Greg has money because his father, Larry, stole $7-8 million from the Bank of Lockesburg.

Larry Hale got a slap on the wrist from the feds and did not have to repay that money while many people who did business with Hale were force to file bankruptcy.

Greg Hale should explain how his sister was flown to her music lessons at the expense of people who trusted his father and lost their farms.

Greg Hale's family has no ethics and his pointing fingers as Asa is a joke.

I feel a lot better knowing that Asa's gambit was approved by Homeland Security's "ethics department."

So cough up the waiver. What's the problem with that? If you got it as you say, pull the evidence out. Hutchinson at one time was an attorney - he'd be the first to reccommend to his client, if you got the evidence to prove your point - produce it.

Even members of the press do not have the "document". If they did, this issue would have been moot and copies of the "waiver" would of been floating all over the net. And it's politics - Hutchinson can quite this storm by simpy producing the waiver.

Rumors preceded bank shutdown; FDIC changes locks on front door


LOCKESBURG (AP) _ Some people didn't believe the Bank of Lockesburg would close even when rumors of its trouble persisted. There were still skeptics after federal officials moved in and changed the locks on the front door.

Milton Daniels said he found it difficult to believe the bank would close, although the rumors that it would had persisted for weeks. " A bank closing is all anybody talks about in a town this size,' Daniels, manager of a convenience store across U. S. Highway 71 from the Sevier County bank, said Friday after the bank was closed.

New bank to open Monday

State Bank Commissioner Marlin Jackson closed the state-chartered Bank of Lockesburg at 3 p.m. Friday. A new bank will open Monday in the same building. It was created Friday afternoon when the Department issued an emergency charter to a new holding company, De Witt First Bancshares, Inc., which was formed by First National Bank of De Witt, Jackson said. The new institution also will be called the Bank of Lockesburg.

Jackson said the Bank of Lockesburg had suffered loan losses of about $ 3 million because of "highly irregular and imprudent decisions' by former management.

" All we've heard is street talk,' said a waitress in the Tip Top restaurant, a hangout for bank employes across the highway from the bank. " I don't believe none of it until it's proven.'

Scene in bank frenetic

The scene inside the bank was frenetic. Employes of the Federal Deposit Insurance Corporation wore official-looking badges. Bank employes had hand-lettered nametags.

A locksmith was called to change the locks, and Sevier County sheriff's deputies stood guard.

" No one else has got the keys?' FDIC employe Maurice Houlihan Jr. asked the locksmith, who nodded. " You sure?'

Most of the 45 FDIC employes going over the assets of the bank arrived from Jackson, Miss., Friday afternoon.

" We're in the process of reviewing the bank's files,' said Ken Gorham, the closing manager for the FDIC regional office in Dallas. " We are continuing a thorough investigation of the reason or reasons the bank failed, and performing miscellaneous functions that go along with starting an office.'

" Uncollateralled loans'

Gorham said investigators are trying to see "why so many uncollateralled loans were made.'

The bank's former president, Larry Hale, made several loans to himself, some of which are under investigation by state and federal authorities, Jackson said. He said Hale resigned several weeks ago rather than be removed by the state Bank Department.

Investor calls term too lenient
LOCKESBURG (AP)

Leonard Hampson, 55, the major stockholder of the defunct Bank of Lockesburg, says the prison sentence of the former president of the bank was too lenient.

Hampson made the statement in a recent interview. He owned more than a third of the stock in the bank when it closed May 31, 1985. Larry W. Hale, 41, of De Queen, former president of the bank, was indicted on 29 bank fraud charges in August. Hale pleaded guilty to six charges under a plea bargain agreement

The Federal Deposit Insurance Corporation estimated that failure of the Bank of Lockesburg cost the taxpayers about $7 million.

Hampson, in a victim-impact statement submitted to the United States Probation Department, said his residual feelings for Hale include resentment, betrayal, humiliation and distrust.

"What Larry Hale had done to his many friends who trusted him and relied on his judgment and integrity, to his family, to my family, to everyone associated with the former Bank of Lockesburg, to the supervisory authorities, the town, the county and the general area is beyond my comprehension," the statement said.

Alright, if you wanna talk 'stock,' how about Asa's philandering brother who had an affair with his staffer and divorced his wife for her? How about Asa's son, who had two DWI's in one year?
