State Police offer

The State Police went before Joint Budget today seeking $1 million to fund an offer to settle a civil lawsuit over the fatal shooting of an unarmed, mentally disabled Springdale man last March. FormerTrooper Larry Norman (I should have noted in the original post that he's no longer on the force) faces a misdemeanor charge of negligent homicide in the killing of Erin Hamley, 21, who was shot while officers checked whether he was a Michigan fugitive. Norman rushed onto the scene and shot Hamley seconds later with a shotgun when he didn't take his hands out of his pockets. Norman said he had a feeling Hamley was the fugitive. Hamley said before dying, "I'm sorry." and "Why did you shoot me?"

Is there any way to make Trooper Norman fiscally liable in this case? I know he could never repay the state for the expense, but attaching a portion of his future earnings to offset the cost to taxpayers would make it a little less unpalatable.

That's 1/4th the cost of a new state police airplane!

$1 million may be 1/4 the cost of a new airplane, but it's likely 1/10 the judgement if this goes to trial.

Iron, $10 million should send a strong signal to police units around the state that you don't shoot somebody laying on the ground who cannot understand your commands. ASP and the Gov's office should be thankful Erin's family is not as greedy as the average leggie.

One $million would indeed be a bargain. I just hope the the leggies and govr are too arrogant to accept it.

JRM follow the letters. After his fatal killing of Erin, there were a barage of letters2Editor in NoWest Ark Times (Fayetteville) and the ADG praising what a good man the shooter-trooper is.

Looked as if someone had orchestrated the letters because they all came in so close together.
That was the only way trooper Norman was going to get any good press in NWA.

You mean this trooper is still working- protecting us. He should be terminated. Now!!

The former trooper Larry Norman is the brother of Greg and Rick Norman. Back in 2001 I think it was Greg who shot Rick, killing him over inheritance. Greg was sentenced to life in prison with no parol. The sentencing took place 4 days before Larry Norman killed Erin Hamley.

Clarksville High School will spend $7,000 this year on random drug tests of students. The school is one of more than 100 in Arkansas that adminis-ters such tests. /more/

Mark Leverett, a candidate for Little Rock district court, is off to a slightly rocky start on his campaign for the bench. He's apparently already run afoul of the Code of Judicial Conduct, which prohibits judges or judicial candidates from making a contribution to or endorsing a political party or candidate. /more/
