Capital spending

A small update on the plan for spending the surplus on various capital projects: The list approved for Gov. Mike Beebe is indeed much larger than the $180 million, or thereabouts, that he'll have to spend. So, for example, just because the marshals museum in Fort Smith is on that list, it's not guaranteed that the project will be funded.

More specifically, Beebe's list includes $35 million for a legislative office building. Beebe does not favor that project, his spokesman said. Don't be looking for a groundbreaking.
