No more free rides

Here's a way Arkansas could copy New York: get tough on use of state planes and choppers by public officials. Reimbursements for anything not strictly public business. And no trip can be taken on public aircraft unless it is "primarily" for public purposes. No working in a nominal public event in the midst of a personal political jaunt. Make it a law.
