Jail contributions sought

Want more people locked up in Pulaski County? How about making a contribution?

Sheriff Doc Holladay and County Treasurer Debra Buckner announced a drive today to raise about $131,000 in private donations to combine with $856,000 the county has set aside to repair the old county jail on Roosevelt Road, currently closed, to provide 160 more beds.
Staffing the jail will still be dependent on a tax increase to pay added personnel – at a cost of some $2.5 million annually -- but Buckner said demonstrating the ability to get the building ready might raise confidence in county officials’ ability to be disciplined stewards of public money. A UALR study of jail needs concluded that a thorough audit and a demonstration of discipline would be necessary before any sales tax increase should be put on the ballot. Buckner noted that the total county payroll is reduced this year. Good thing, because the county had operated for years in the red by spending up surpluses. Now the budget is supposed to be operating on a pay-as-you-go basis.

You can go to the treasurer’s website to find  the “First Step” contribution program. Contributions are tax deductible. Buckner and Holladay have both kicked in $131. If 1,000 people would do that, well, there you go.

Seriously, now their passing the hat. Why don't they try tightening their belts before they pass the hat. I pay enough taxes already. Surely they can figure out how to spend them correctly.

My favorite part of the release is that they are going to pass the hat to build a facility they can't staff and then hold the county hostage for more tax money.

Which part of "no" don't they understand. Even the UALR report said talk of a tax is premature and I doubt anyone can look at a voter with a straight face ad claim that the county is fixed the way the UALR report stipulated BEFORE revisiting a tax increase.

I'll chip in if I find out the money will actually be spent for what they say it will be spent for...Here's an idea...have Judge Proctor assign his "probation" fines to help fund the jail for a while. He can't seem to find a building to buy.

Buckner loves to be in the news. Try to do that and account for the money. Everyone KNOWS we need a jail. How will you sustain the income when you get it fixed with this fundraiser?

This is puttin' the cart before the horse and I guess trying to one up our Judge. Which truthfully, ain't that hard either.

Let's call this what it is: a publicity stunt designed to draw attention to a serious problem: no jail space during a time of high-profile crime. The county won't appropriate the money to fix this jail or expand the current one, and the voters won't pass a new tax for the jail, yet the public is screaming for the county to "do something" about crime. Tough spot.

Seems to me that this is a way for the sheriff to illustrate his frustration and argue (perhaps correctly) that the crisis is not his fault. More than anything, it might embarass the county or the voters into taking some action. I mean, really: we've essentially resorted to having a bake sale to fund the jail?

I'd be VERY surprised if this gimmick generates any appreciable amount of cash. But it might provide the right kind of motivation to spur a long-term solution.

For another look at the county budget, visit the blog set-up by the Pulaski County Budget chair, Allen Kerr. He says a tax increase isn't needed and that the county can find the money without a tax increase.

This is a joke, right..? It's a PRIORITY. Fix the DANG jail..!!! Which 8 JP's can't understand that this is THE MOST IMPORTANT COUNTY SERVICE..!!! If our JP's can't fix this, then we need to vote them out and replace them with those that can.

By the way, how many JP's up for reelection this cycle..? This issue is now front and center. Get it fixed or step aside and make room for someone who can.

War Representative Government

What about the big dam bridge? How much will Little Rock pay for upkeep on the new nature park over by the Clinton Library? LR wants to take the trolly line to the LR airport. Tax money for nonsense but none for basic gov. functions? Perfect examples of insanity repeating insanity.
