Land banker

The Democrat-Gazette this morning did a news feature on Little Rock's planned land bank program, a way for the city to potentially convert distressed residential property to better use.

Who'll be running this program? Strong Mayor Mark Stodola doesn't say. But I can report that Bill Watt, the disgraced former municipal judge who lost his judgeship during the Whitewater investigation on account of wheeling and dealing with the felonious David Hale, is telling people he's going to be helping run the show.

Seems like his "disgraced" title was earned and awarded many years ago (kind of like "impeached, etc.")

In the meantime, has he redeemed himself so you could call him "the repentant former municipal judge" or, in your opinion, is redemption not possible for those with whom you do not find favor?

I have not been following news about the land bank proposal and am not familiar with the details, but I doubt that it will work without heavier subsidies than the gift of a free lot to develop. Owners of central city lots have been trying to give them to the City for years -- to avoid the costs of rehabilitation, demolition, or weed-lot maintenance, take your pick. The City would not take them; you literally cannot give away lots in a deteriorated neighborhood. The irreducible problem is that, if it costs $60 per square foot to build a 1,500 square-foot house, an investor has to sink $90,000 into it to develop that free lot. And, if the highest appraisal value on any house within six blocks is $50 per square foot ($75,000 on a comparably-sized house)...well, you see the problem.

Just another waste of our tax money...this and more and more wasteful programs are more reasons why we will never get a car plant.

(Did I ever own a "Liberal Punk" button? Probably not, and if I did, I would've looked down on liberals as insufficiently committed and worn it ironically. Today, though, I'll put it on with pride.)
