Criminals hit the bait

The LRPD has been putting "bait" cars around town to lure thieves and last night, the lure worked. Three juveniles were caught breaking into a car parked in the 100 block of South Monroe Street with a laptop computer visible inside. Unfortunately, all three of those nabbed were 14 years old. They were charged as juveniles and released to parents.

The police warn that the "bait" program will continue.

Here's an article about use of bait cars in Dallas, where a crook took off in one and then killed someone. Lt. Terry Hastings says the Little Rock bait car cannot be hot-wired or otherwise operated without a key.

Why don't you donate the old Volvo if you still have it? That damn thing was a magnet for criminals a year or so ago.

No they don't call that sort of thing entrapment. Entrapment would occur if an undercover officer told them he knew of a laptop computer in an unattended car. These juveniles needed no help or encouragement to commit their crime.

I like it.

The little sumbitches may be 14, but I'll bet they have the street smarts of a 21-year-old. Knock 'em up side their criminal heads and book 'em, I say.

Leaving out an unattended car is not entrapment.
Doing a Jerry Seinfeld and throwing the keys in the seat and walking away while being watched isn't entrapment.

Walking up to someone and offering them money to steal a car or telling them that if they steal that car they know where they could get a good price for it if they would just go steal it is entrapment.

The police can provide you with an opportunity to commit a crime, they just can't initiate the crime.

Comes up in the internet stings that are so popular. If the cop claims to be a 12 year old girl looking for old men to have sex with, that's entrapment. If the cop claims to be a 12 year old girl looking to talk about the Jonas Brothers and the old guy steers the conversation to hooking up for sex, that's not entrapment.

"Entrapment is the act of a law enforcement agent in inducing a person to commit an offence which the person would not have, or was unlikely to have, otherwise committed."

Similarly speaking, if the undercover cop pretends on the Internet to be an unattended car with a laptop on the front seat....

Seriously, they don't even go to juvenile hall for that? If I ever caught the little bastards who stole my car, took it joyriding and plowed it into a telephone pole on 14th St. last year... well, I probably wouldn't do anything because they'd kill me. You steal a car and you don't even spend a night in jail? They used to kill horse thieves. Can't we find a happy medium?

I have a 12 year old daughter.
The cops aren't doing anything that's going to make her safer because she's not stupid.
It creeps me out to think of some middle-aged cop impersonating her. That's sick, sick, sick.

Considering the violence that has been involved with car thefts in the Little Rock area, I'd say that using decoy cars to catch thieves rather than taking a report from a car theft victim at the hospital is a good use of resources.

Good. Catch the little !*!*$! SOB and then punish their parents for good measure.

Well:

Most car thefts, although certainly not all, are gang related or part of another "organized" crime group. A few are kids joyriding, but either way catching them is going to have an effect on overall crime. Its big business, like drugs, and almost as violent.

Didn't some Little Rock cops shoot and kill someone about a year ago during one of these set ups? From what I remember that time the person stole the car and then tried to run the cops over.

How about the vice squard taking some sweet young 20 year old thing to a beauty salon with $150 in taxpayer funds with instructions to make her look like she's 35 going on 40, and then sending her around town to buy beer or wine from store clerks or bartenders? Is that entrapment?
