How the money goes
The UCA Foundation is compiling information on specific uses of the $70,000 or so expense reimbursements it has been making annually to President Lu Hardin.
The first partial accounting is here. Routine stuff, generally, but you can see how a college president can build cred and make friends in the local community who'll speak up for him at Board meetings . Hardin sent $10,000 to the Conway Chamber of Commerce and $5,000 to the Downtown Partnership in 2006-07. The Democratic Black Caucus picked up $500 and tax-deductible contributions to the UCA Foundation also helped pay $2,000 toward the last party for legislative leadership. It's called networking. And it's free, after a fashion.

thenaturalstate - Max is trying to get to the bottom of it, but the UCA Foundation is supposed to operate as a private, not-for-profit corporation, funded by private donations. I doubt that any of your money was directly involved in these reimbursements.

Arkansas Blogger if the foundation operated without any taxpayer funding, they'd be exempt from FOI and they are not.

Yeah, that free money is always a little easier to spend.
There may have been good reasons for alot of this but none for the way this deteriorated into a behind the scenes hidden agenda. Foundations are supposed to be private moneys which exist for the good of the university, not tax dollars laundered for other purposes. If it were all done right there would be no need to hide any of it.
But, why only focus on LuCA? Let's see all of the others. If Lu is worst we will know. If he is one of many then more needs to happen than running Lu out on a rail.

In the itemized listing the Dept of Higher Ed released a few weeks ago, there were only a few colleges where the president / chancellor had an expense account - Lu's was the largest by far.
I don't know if you'll find similar 'relationship building' at the other schools, but I'd bet Lu would like for us to start looking.

Remember this: The mixture of tax money with supposedly private money to give Hardin all those perks and pay raises is what lies at the heart of all this increasingly smelly ruckus in the first place.

Arkansas Blogger: Notice that I did not use the term TAX money. When Luser spends PUBLIC money either from book sales or even donations made to enhance a PUBLIC university, it is OUR money. Sure certain things need to be done to help fund scholarships and special projects but 10 grand to the local chamber of commerce? Give me a break, this is more about Luser for Luser, not Luser for US! The duty of a PUBLIC SERVANT is clear by the name, it is not the "public is my servant".

Guess I need a refresher course on government officials and the use of tax money...'cause I sure didn't know they could use our money for such stuff. But then President Shit for Brains has pretty much trashed my crazy notions about what my government can/can't do. Guess they can do whatever the hell they want to do...now. Yeah, we need more Republican Rule.
Another way to get more tax money than the law allows: Take the basic car mandated by the state and then have the Physical Plant add those extras you deserved in the first place.
