Proctor on the bench
Circuit Judge Willard Proctor was back on the bench this morning as if nothing happened last week. This morning was his weekly session for progress report on probationers. They continue under the thumb of his Cycle Breakers program.
Proctor told our reporter, Gerard Matthews, that he didn't intend to comment on allegations made public last week from the state's judicial discipline agency. His lawyer, Blake Hendrix, gave an interview aired on KUAR this morning that amounted to a general denial of all allegations. He insisted that Cycle Breakers is independent of Proctor, despite evidence to the contrary, and he disputed the report that probationers with expunged criminal records have been jailed for failing to pay fees to Cycle Breakers.
Rumors continue to swirl about related developments in the case. No word yet if the state Supreme Court will open the sealed file on Proctor's challenge of the disciplinary proceeding.

The smell of the Proctor situation is rank to the core. Having been a practicing pschotherapist for more than 30 years and a member of the Arkansas Psychological Association , I am quite aware that oversight bodies such as the Judicial Discipline and Disability Commission are primarily designed to be CYA groups. The Arkansas Psychology Board serves that function for our group in spades. Censoring in our case is reserved for only the most egrious violators of ethics and the gate keeper of complaints regarding psychologists is an attorney who also holds a psychology license. His obstacle course set up to defend against citizen complaints is truly a work of art. He also does not reveal he is a practicing attorney ( SSDI Whore ).
I can nearly guarantee the information released thus far regarding Proctor is but the tip of a fecal ice berg as the JDDC fails to act except when the Judicial misconduct approximates the O.J. Simpson standard.

I think it is time for Willard to leave the bench, but it looks like he will not do so any time soon. Too bad for the citizens of Pulaski County. They deserve better. We'll just have to let the slow wheels take their time on this one. Stay tuned!
