Quids and quos
Yes, Obama's people talked to Blago about the Senate opening. No, there was no talk of quid pro quos. Well, of course not. Smart operators know some things need not (should not) be spoken.
A governor can reasonably expect some sort of goodness would flow from appointing a president of the United States' favorite to succeed him in a Senate seat. Blago, a very practical sort, apparently wanted more specific assurances.
Do unspoken understandings about quids following quos amount to a crime? No, lest capitols across the land be depopulated abruptly.

"...Blago, sa very practical sort,..."
Hardly. I've decided the man considers him a law unto him self. He's also kinda dumb.
Actually, he's really dumb...kinda like MooseWoman, standing in front of a turkey deheading machine for a TV interview.
Those are the deals you ask for in a restaurant, or walking along the sidewalk , or
in a room with the TV going.

What is more interesting from the "report" is that Patrick Fitzgerald interviewed Obama,
Emanuel, and Jarrett. Pretty serious stuff when a USA "interviews" a newly elected
President and his senior staff. I think that Rahm has the most to worry about; he doesn't know what Fitz
has on tape and being less than truthful to Fitz is big trouble. Just ask Scooter.

At the moment I'm fixin to type empty words, so get ready. Not everyone on earth is a crook! After 8 years of Cheney-Bush I can type those words, but I really don't believe in what I'm typing. My expectations of a better tomorrow are flat lining. But I have tiny hope and that is by this time next year I won't be so jaded because of the good things President Obama will have done.
I don't expect him to be perfect, but I do expect him and his people to follow the laws on the books and to be open and honest. I want President Obama to talk to us like adults and talk to us a whole lot. We're dumbed down enough, we need to be smarted up. Obama has reached the top, he'll never want for anything again. He has the weight of millions and millions of dead black people who have waited for this day since 1619.
Our house has burned down. Obama must be "The One" cause he's the only bright spot we got. I'm expecting miracles! Miracle # 1 would be an honest and open administration that will be an example for those that come after. Good luck!
