Tracking criminals

Pretty slick. A GPS device slipped in a bag of stolen cash led to the arrest of a suspect in the robbery Friday of a Rogers bank.

I can't decide who is dumber:
Banks for not doing this years before but maybe they did;
the robber who didn't have better sense than to check the bag (see No Country for Old Men);
the police for releasing info that will keep the GPS from working again.
