The food stamp challenge
On one of the threads, Quapaw links to the Congressional Food Stamp challenge, in which four congressmen tried to live on the average $21 weekly food stamp allotment.
You might be able to do it, I have written, but with terrible sameness -- beans and rice at every meal, flavored with a little ham hock, and some apples and milk on the side, with some cornflakes now and then.
Check it out. What would you eat if you had $21 a week?

Some members of my old church group did offer food counseling to those on Food stamps after a few of us volunteered to eat on the same amount for 2 weeks.
What we discovered is they eat lots of starches from those "day old stores" meaning not much freshness nor nutirition. One person can live on it, get enough calories, but make sure you shop on sale days.
Of course the $21 will not pay for toothpaste, tp, feminine napkins, etc. But, stupidly, it will pay for soda pop which is non-nutrition.
Carrots and onions are sometimes the bargain calories and very healthy. You can eliminate dairy products for adults who don't need them. Black-eye peas, dry, sell for about $1 pound, same for dry lentils. A dz egg are less than $1 and excellent protein source.
Find a chicken or ground beef on sale and eggs, chicken, round out protein needs.
No cereal because is one of the most expensive ways to eat corn, rice or wheat. Box of oatmeal is better.
It can be done, very, very carefully.

I saw the other day that they took Congressman Tom Ryan's at the airport...who was also taking part in the food stamp challenge...
Took away his peanut butter, jelly and bread...

Long ago and far away, in a galaxy called "Fayetteville", I lived once for several months on a pound of rice and a pound of lentils per week (approximately one dollar each, even then). I actually spent more on my cat's Purina chow than I did on my own menu. Sometimes, she ate while I didn't.
I do not regret any part of the experience.
