I love Kelt's and know many people from Central Ar who make a journey there for the food. Last time I was there was before the smoking ban went into place. The food was great, but the place was very smoky with even the cooks and wait staff smoking. Is this place non-smoking now? I'd love to visit again, but will never eat somewhere with grey/brown tobacco smoke lingering about.
Sadly, I don't get to eat at Kelt's as much as I'd like. The concept of a pint of Guinness and a meaty Reuben sandwich (while I set at the bar and chat with the cook) makes me feel warm and fuzzy inside. I grew up in Altus and remember when Kelt's was the city hall (before it moved next door), and how all the 'new' restaurants would put it out of business. They are all gone, and the natural order of Wiederkehr's on the mountain and Kelt's next to the park is restored (especially now that you can say you are from there and not hear 'Paris!', but wine and food, like it was back before the days of pink pickups (if you are wondering, it sets on AR-186 south of I-40 at the farm where the show was shot)).
Anoncow, I am certain I am missing something that would help your comment make sense to me. That annoying feeling that you are supposed to know something and know you should but seem to have forgotten the last piece of the puzzle.
I'm probably missing it actually. I tend to ramble aimlessly when it comes to food from Altus, especially when it comes to recent history (the rise and fall of many restaurant in that sleepy hamlet, many very painfully closed after a good about 8 year run).

Indeed -- Kelt's is now a non-smoking establishment. The only smokiness while I was there was the good smoky scent of meat cooking.

That looks tasty, but a bit far out of my way to go hunting for a lonely meal.
