Ash Flat's new mayor wins by 2 votes--or did he?

In what sounds like a mess, Brien Nix Hall won by two votes.  Evidently Ash Flat is in both Fulton County and Sharp County.  360 votes were cast in Sharp County.  2 votes were cast in Fulton County.  The trouble comes from the fact that Fulton County voters were given provisional ballots for the city portion of their ballot.  State law only allows one ballot per voter.  Tim Humphries with the Secretary of State's office advised against counting the provisional portion of the Fulton County voter's ballot.  Fulton County didn't even open the ballots.  Those city votes don't count. The current mayor could sue to have the two votes counted but because he is only down by two, the best he could hope for would be to tie his opponent.  Check this article out.  It's a total mess for Ash Flat.
