Gerrymanders: mostly OK

The U.S. Supreme Court today upheld most of Tom DeLay's engineering of Texas congressional districts. The Democratic challengers won a narrow victory on the plan's dilution of Hispanic voter strength. But the big news in the ruling seems to be that any legislature can redistrict as often as it wants, not just every 10 years, as has been the custom. This is an axe that cuts both ways, of course, if Democrats starting playing DeLay-style hardball where they enjoy majorities.
