Toothless tiger

It's not linkable, but there's a good news story in the Dining section that the Democrat-Gazette puts out monthly. In it, Eric Harrison reports that Jim's Razorback Pizza on Cantrell Road is determined to get around operating-hour restrictions placed on the shopping center in which it sits. Under terms of the planned commercial development approved there, the restaurant must close at 8 p.m. daily. The City Board has refused to change that. Harrison's article quotes a letter from the restaurant to customers asking them to lobby the city for a rule change. The letter indicated Jim's intends to stay open later in the meanwhile, rule or no rule. We called there this morning and confirmed that they'll be open until at least 11 p.m. tonight, midnight if the crowd justifies it.

Is the city taking any enforcement action? Not so far.

Has the city done anything punitive to the guy who ignored the restrictions placed on the size of the house he's building on I Street in Hillcrest? Nope. (And a neighbor of another of the builder's projects says she's fighting a similar battle on his failure to abide by a zoning variance.)

Has the city sued Simon Inc. to make it pay the $25,000 it promised to pay toward a study of redeveloping midtown? Nope. This is but one reason why it is to laugh to think that a visit by City Manager Bruce Moore and Director Stacy Hurst to Simon headquarters is likely to produce any concrete action by Simon to fix the seedy University Mall. The only thing that can fix the mall is a good ruling in federal Judge George Howard's court, but for reasons not obvious to the naked eye he's been siding with Simon against owners of the underlying land in a lease dispute.

And on it goes. A developer rapes a forest in Southwest Little Rock and maybe gets an inconsequential fine.

When the city passes rules that prove meaningless, word gets around.
