Arkansas enforcer

NY Times today reports on the federal Educationm Department's tougher stance on enforcing the No Chld Left Behind Law. States are being threatened with loss of money (Arkansas is one of those, on account of perceived shortcomings in testing) and fines. Most states also have failed to improve the quality of teacher corps and the feds also aren't happy with the small number of kids transferring out of schools adjudged inadequate. The Arkansas angle is two-fold: We're in the big middle along with every other state of the get-tough policy. But, also, a Nebraska official complains that Ray Simon, the former Arkansas Education director and now a top federal official, has been a heavy-handed enforcer of the new initiativel
