Electioneering?

Jim Parsons (yes, hiim) files another ethics complaint and it looks like another loser -- that a voter booklet Secretary of State Charlie Daniels has put out since 2004 amounts to a campaign ad. Which kind of reminds me of the new wave of anti-smoking ads starring who else but the star of so many other state-paid TV ad campaigns.
