Submarines on the Arkansas

Sidney Blumenthal's new book recalls Bush's remarks about the Clinton Library's vulnerability to submarine attack. (This was on the occasion of the library opening and the remark was mentioned here at the time. He was joking, maybe? Karl Rove, also quoted, we're less sure about.)
