Budget hidey holes

Brummett warns that today's is a nuts-and-bolts government story, but it's interesting. It's how the Correction Department lards its budget with job positions it never plans to fill. The purpose is to create a pot of discretionary money it can transfer to cover rising prisoner medical costs and other needs as necessary. A rare voice of responsibility -- soon to leave the legislature thanks to term limits -- has been trying to restore some integrity to the process.
