Beebe's budget magic

How can you cut the grocery tax and increase spending on state government services, as Gov. Mike Beebe has proposed? It's really not magic, Brummett explains. You loosen an overly taut budget process that has produced gargantuan surpluses. Some conservatives will say it's better to cut taxes more and put services on a diet. But whose services? Your school. Your hometown college? Your granny in a nursing home? The place that holds your hometown's criminals?

And don't forget a $50 million industry "closing" fund for the governor.
